Eligibility: As of February 2002, France has untied all project aid managed by AfD, including technical cooperation related to investment projects. These measures have enabled companies from both developed and developing countries to respond to calls for tender on AfD-funded contracts.
Registration: There are no registration requirements in order to bid on contracts financed through French aid. All information necessary for bid submission is specified in the notice of tender.
Procurement Rules: The executing agency for each project is responsible for the drafting of tender documents and for the selection of principle suppliers and contractors, although AfD must assess and approve the final awarding of all contracts. AfD requires that executing agencies follow a tendering procedure in accordance with international competitive bidding and, if compatible, local procurement codes.
