L'Agence française de développement (AfD)

FRANCE

[Procurement Procedures]
[Bilateral Assistance: -by Region -by Sector]
[Major Recipient Countries]

The Agence française de développement (AfD) is France's principal agency for overseas development assistance. It operates through a network of over 45 local offices around the world and oversees the implementation of most projects in the context of economic and technical co-operation. AfD has retained its official status as a public corporation and a specialised financial institution, which gives it a certain degree of autonomy.

Procurement Procedures:

Eligibility: As of February 2002, France has untied all project aid managed by AfD, including technical cooperation related to investment projects. These measures have enabled companies from both developed and developing countries to respond to calls for tender on AfD-funded contracts.

Registration: There are no registration requirements in order to bid on contracts financed through French aid. All information necessary for bid submission is specified in the notice of tender.

Procurement Rules: The executing agency for each project is responsible for the drafting of tender documents and for the selection of principle suppliers and contractors, although AfD must assess and approve the final awarding of all contracts. AfD requires that executing agencies follow a tendering procedure in accordance with international competitive bidding and, if compatible, local procurement codes. More information is available at:
http://www.afd.fr/english/procedures/index.cfm.

Finding Opportunities: AfD lists current projects under consideration by region and sector on its website at:
Each listing specifies the country in which the project is being implemented and a contact at Headquarters. It is also possible to subscribe to an email service to be kept informed of new project developments.
AfD posts its procurement notices on the OECD's United Aid Bulletin Board.
Country offices are also a good source of information on country priorities and upcoming projects. A list of AfD country offices with appropriate web links can be found at:
