The Ministry of Foreign Affairs (MOFA) (http://www.mofa.go.jp/policy/oda) oversees all Japanese Official Development Assistance and manages the delivery of Japanese Grant Aid. Most Japanese assistance is delivered through the Japan International Cooperation Agency (JICA) or the Japan Bank for International Cooperation (JBIC). JICA manages technical cooperation projects while JBIC mainly manages ODA loans.

Procurement Procedures:

Eligibility:
-Grant Aid (MOFA): Project grant aid contracts can only be allocated to companies registered in Japan, or in cases of local procurement, to any company registered in the recipient country. Procurement for non-project based grants is handled by UNOPS, Crown Agents, and JICS (a service provider for MOFA in Asian countries) and is open to firms from all countries.
-Technical cooperation (JICA): Individual foreign consultants may constitute up to 50% of a Japanese-led study team and can be subcontracted by Japanese firms bidding for a JICA contract. Equipment-supply contracts are open to non-Japanese suppliers in the project country, including suppliers from industrialized countries established there.
-ODA Loans (JBIC): ODA Loans can be given a variety of tying conditions. Loans that are "General Untied" can fund foreign-source procurement. Loans with "Special Terms for Economic Partnerships" are tied to the use of Japanese consultants and equipment suppliers.

Registration:
-Technical Cooperation (JICA): In order to access much of Japan's technical cooperation aid, companies must be registered. To be eligible for registration, the firm must be incorporated in Japan and be able to show an important Japanese component in their management structure.
-ODA Loans (JBIC): No registration is required to express interest on contracts funded by Japanese ODA loans.

Procurement Rules: JICA awards contracts through International Open Tendering when the process is untied. Procurement under JBIC loans is implemented by the project's executing agency, and JBIC stipulates that International Competitive Bidding be used whenever possible (see: http://www.jbic.go.jp/english/oec/guide/index.php).

Finding Opportunities:
-Technical Cooperation(JICA): JICA posts new contracting opportunities on their website (Japanese version only). Opportunities from JICA-financed procurement handled by UNOPS is listed under "Current Procurement Opportunities" on the UNOPS website. Crown Agents lists procurement notices related to Japanese Non-Project Grant Aid. JICA country offices are also a good source of information on upcoming opportunities and priorities.
-ODA Loans: Executing agencies are asked to advertise in at least one major local newspaper. Information on all ODA-loan funded projects can be found on the JBIC website.
