Mandate: The UNDP designs, funds, and implements technical cooperation and capacity building projects in developing and transitional countries around the world. It focuses on governance, poverty reduction, the environment, crisis intervention, technology, and HIV/AIDS. Additionally, it administers special units such as the UN Development Fund for Women (UNIFEM), UN Volunteers (UNV), and the UN Capital Development Fund (UNCDF).

Structure: UNDP projects are mainly implemented by national execution (NEX). Goods and services for NEX projects are procured by national authorities, sometimes with UNDP country office assistance. For direct execution (DEX), when a project is administered by the UNDP itself, or for execution by another UN agency, multilateral development bank or NGO, procurement is often managed by the executing agency itself. The Administrative and Technical Service Divisions (ASD and TSD) handle procurement at UNDP Headquarters.

Procurement Procedures:

Registration: The UNDP does not have a central supplier registry and registration requirements will vary among executing agencies. Companies are encouraged to register with the UN Common Supply Database at http://www.uncsd.org/ and with the UN's Inter-Agency Procurement Services Office (IAPSO) at http://www.iapso.org/. Interested suppliers should also consider marketing their products directly to the regional liaison and country offices.

Procurement Rules: The executing agency will determine the procurement procedures for any given project. For DEX and Headquarters procurement, the UNDP uses RFQ for contracts between $USD 2,500 and $USD 100,000 and ITB or RFP for contracts exceeding $USD 100,000.

Field Procurement: UNDP offices often act as a coordinating authority for UN support within a certain country. For UNDP funded projects, UNDP field offices are mandated to procure goods and services when they are the executing agency for a project. When projects are implemented by other UN agencies, the procurement thresholds of that agency will govern field procurement.
