Mandate: : UNESCO promotes international collaboration for education, science, culture, and communications in order to further universal respect for justice, the rule of law, and fundamental human rights and freedoms as affirmed by the Charter of the United Nations.
Structure: UNESCO programs are implemented through a network of over 80 field offices and specialized organizational units worldwide. Its Headquarters is divided along sectoral lines that design and support global programs within UNESCO's broad mandate.

Registration: UNESCO maintains an open supplier registration database from which it selects companies. Potential bidders who have the profile and qualifications to respond to Invitations to Bid are encouraged to register in this database. On-line registration is accessible under the tab "Supplier Registration" at http://www.unesco.org/procurement. Potential suppliers may also wish to market their expertise directly to UNESCO by contacting the procurement division at Headquarters.
Procurement Rules: Contracts under $USD100,000 are placed after a minimum of 6 suppliers have been consulted. Formal international bidding is obliged for contracts above $USD20,000. When the contract exceeds $USD100,000, sealed international bids are received in Paris and the Contracts Committee approves the contract and selection process. Field Procurement: UNESCO's decentralized procurement allows field offices to establish contracts with the same responsibilities and rights as Headquarters. Field offices maintain their own supplier rosters but "parallel" bidding with Headquarters frequently occurs. A list of field offices is available at: http://www.unesco.org/general/eng/about/office
